The ‘Pay and submit’ button will not be enabled unless the user has permission to make a payment and the balance to be paid is smaller than or equal to the user’s payment limit, if applicable.

A PAD account must also have been created for the organization in order to proceed with submitting a payment (except for Report of Exempt Distribution (NI 45-106F1) filings where credit card payments are accepted).
